The Ministry of External Affairs is the sole top body having the expertise to attest the documents issued from India. Documents attested by the Ministry of External Affairs (MEA), Government of India, New Delhi, are required to make them valid for use in India and abroad. MEA attests to the document or issues an Apostille Stamp as per the applicant’s needs and the country in which it is to be utilised.

MEA is a government organization managing international affairs. Generally, document attestation by the MEA is regarded as a compulsory process of attestation services. MEA also assists with government relations for all international matters.
What is MEA Attestation?

MEA attestation is the process of authenticating documents when someone is travelling to another country. Attestation is a mandatory and predetermined procedure for moving to another country. Furthermore, MEA attestation is the authentication process conducted by the Ministry of External Affairs, which involves guaranteeing the authenticity of documents and making them more feasible for use in other countries. This Attestation validates that the certificates are original.

The documents/ certificates that are required for attestation are classified into three categories (educational, non-educational and commercial documents). Below is the list of documents required for MEA attestation:-

Procedure Of MEA Document Attestation

The process of document attestation from the Ministry of External Affairs (MEA) of the Government of India can be done on all India-issued Certificates. MEA Attestation is done after the respective State Govt. authority has attested a particular document with its signature and seal of the Department. The procedure is as follows:

For Educational documents – The documents should first be attested by the Education Department/Human Resource Development (HRD) of the concerned State Government/Union Territory. The Ministry of External Affairs (MEA) thereafter attests the documents, and finally, it is attested by the concerned country’s embassy.

For Non-Educational documents the Home Department or General Administration Department (GAD) of the issuing State Government/Union Territory is the designated authority to undertake the primary attestation. The Ministry of External Affairs (MEA) thereafter attests the documents, and finally, it is attested by the concerned country’s embassy.

For Commercial Documents These are to be pre-authenticated by the respective Chambers of Commerce. The rubber stamp of the respective Chamber of Commerce must be affixed on each document along with the name & designation of the authorised signatory. The Ministry of External Affairs (MEA) thereafter attests the documents, and finally, it is attested by the concerned country’s embassy.

Countries that accept Attestation

The countries that have not signed the Hague Convention of October 1961 require a general attestation by the MEA, India, for all Indian documents. The documents attested by the Ministry of External Affairs, New Delhi, are accepted by these countries as valid documents, and they process these documents further through their diplomatic embassies/consulates to be used for various purposes in their countries.

Note :- MEA attestation can only be done on original and verified documents. It is the second procedure of Attestation after HRD, Home Department & Chamber of Commerce as per the respective documents. Furthermore, it is also mandatory that a candidate follow all the procedures of the Attestation properly. All the certificates an applicant brings while moving to another country must be verified, and their authenticity confirmed.
